IANAL, but, since I kept editing my previous post, I figure I'd summarize it here:

The USPS is exempt from the Vaccine Mandate because:

1) Generally applicable laws to Federal employees and the public don't apply to the USPS

2) OSHA specifically exempts the USPS

It sounds like Congress could mandate a vaccine for the postal service, but we don't do anything other than executive actions and administrative rule changes these days.

Get yourself a partner like the Postal Service had lobbyists in 1970.

Seeing as how in 1970 the Postal Union had just won recognition from the feds, being exempt from OSHA was probably a handout to the union, not the management. Maybe they only wanted rule changes through new contracts or were worried about OSHA setting minimums they wanted to exceed, who knows.

I dunno about the USPS contractors, but the Postal Union is pretty strong, they probably do a decent job of maintaining safety standards in their contracts for unionized employees.

I find it hard to believe that carrier service workers can work and have unions today. Other places have transitioned them to the private sector or other work in the government.

To justify their jobs in the face of internet commerce and private shipping seems bizarre.
