How could you not see the tease? He walked him over with his arm around his neck, then walked back to where the rest of the gang was standing, leaving Todd looking at a firing squad. It's happened enough times in other movies to be plausible.

I know what you mean...though I think it was just a way to cause people to hyperventilate (so yeah, I guess a tease). I didn't cognitively think Jack was going to shoot him, but I do recognize that the way the scene was organized certainly gave it the latitude to go that way.
