He was referencing the show and the character. Meaning if he had those powers, he would fight for peace.

Peacemaker is no Superman though, so doubt he could do much good against Russia.

I don't think there's any read of this where it's not an absolutely craven attempt to use a war to generate attention for a middling superhero show, no matter what you think the Peacemaker character represents. When I saw this I laughed so hard I could barely breathe.

Ok, I can’t remember the first episode specifically, but I laughed a lot during the later episodes especially.

Gave the first two episodes a try today. I'll admit I laughed pretty hard at the "the kids in junior high called me chimp arm" line.

It does try way too hard and the hit to miss ratio on the jokes isn't always the best but when the jokes do land it can be pretty funny and it has a surprising amount of heart. I would never recommend it but I enjoyed the show a lot more than I would have thought.
