I read that as previous Jedi who have gone through The Path and into hiding. They left their light sabers and robes behind. I don't know if any of them belong to "known" cannon Jedi or not. They are going into hiding. They don't want to be identified as Jedi. Starting to agree. I think there was probably too much Vader. If the inquisitors are doing the work for him, make it all about them and just give him a cameo.
