Does it have to be about the state, reference the state, or have the state in the title?

And then there’s the quandary of a song about a city that shares its name with a state. New York songs typically reference the city, but does that count? The city is in the state after all.

New York State (of Mind) - it says New York State, but Billy Joel clearly distinguishes New York from State of Mind so does that count?

Then there are songs like Nebraska - it’s not about the State of Nebraska per se.

Must have the state name somewhere in the title, and that reference must be about the state. That’s the main rule.

New York State (of Mind) is fine.
