No, getting his show cancelled despite high ratings and not being asked to voice the last Toy Story is a much bigger sign that he was cancelled.

its ratings were only the highest on fox. the last two seasons saw a serious drop in viewership from 8.23 million to 6.4 and then 4.6 million

on ABC it was the second most watched sitcom during 16-17 but the explanation states the network was moving away from comedy on friday nights as stated here

In a conference call with reporters earlier in May, ABC president Channing Dungey stated, "Last Man Standing was a challenging one for me, because it was a steady performer. Once we made the decision not to continue with comedy on Friday, it was just kind of that's where we landed." Dungey cited studio ownership, future creative direction, ratings and viewer engagement as all factors in her decision.

Burt is also just wrong, as Tim Allen was in the last Toy Story movie, which came out in 2019. That was two years after ABC cancelled his show.
