Sometimes. A lot the time it's because people are insane and have their heat and ac set to ridiculously high temperatures.

I think it depends on how long they are staying, and what they are doing. If it's someone that is just there for an hour or less, I would expect them to just get on with it. But let's say I was hiring someone to work for a week or more (fix the bathroom, or paint the place), and maybe there are two of them as well, I think it is only natural that they feel more at home, and get comfortable. Certainly listening to a radio or something like that would be expected during the day.
