How many new users was RM averaging per year before this? 2?

There is an approval process that new users go through. Mods get notified of a new account, and they approve or deny. This was put in place when a bunch of bots as well as banned users attempting second accounts were flooding the place. But looking at the logs, there haven't been any new account sign ups in quite some time.
