Is driving a few mph under the speed limit suspicious?
I say it is. Better to go a few mph over so the cops don't start asking questions.

Pretty sure the min. speed limit is also posted. Is it shady to go a few under the max? Sure, but you should probably get away with it, all else being relatively inconspicuous.
