Why would it "necessarily require" hallmarks of 80s production? You're talking about quality when you say "best." Maybe you mean most emblematic or most iconic

-Impact on consumer consciousness
-Implications for broader recording industry
-Implications for geopolitics/cultural awareness
-How it’s regarded today

Paul Simon is not you guy. That might be Prince, Michael Jackson, Madonna, U2, mayyyybe Joy Divison, The Cure, Bruce, The Police.
