I don't think he's particularly close. I think as the years go on you'll see an adjustment on how players are rated in terms of hall of fame worthiness. Are careers trending shorter? Will rules changes (like this coming years pitch clock and no infield shifts) affect player stats?
Rolen was always a no-brainer for me, but I'm still a bit surprised he got in.
Vizquel's case looks better on the surface than it really is because he played for forever and got close to some offensive milestones.
He was fun to watch, though.

He’s older than I thought he was, which matters because I don’t think he’s there just yet, but he’s been pretty healthy over his career, so I imagine he’s got some years left. Maybe if he squeezes out another MVP and gets to 400 HRs and 3000 hits? Counting stats still do seem to matter to the HOF. Known cheater Jose Altuve, who is still shy of 2000 hits, was described by the Mariners broadcaster as a sure HOF’er today.
I dunno man. He seems like the kinda guy that needs to get 3000 hits for consideration. Maybe I’m biased because FUCK the Astros, but that’s 6 more years of his career average 161 hits per season.
