Thunderbolts is an upcoming American superhero film based on the Marvel Comics superhero team of the same name and a sequel to Ant-Man and the Wasp, The Falcon and The Winter Soldier, Black Widow and Captain America: Brave New World. no. suicide squad are promised years off their sentences to help out the government when "normal" supers cant be used

thunderbolts started off (in the comics) as the masters of evil disguising themselves as heroes to gain the worlds trust. only one really embraced the we will screw them over soon enough mentality where the remaining actually enjoyed being heros. that then grew to encompass bad guys being sent out to bring in heroes who wouldnt sign on the SRA during the first Civil War. i dont think they were promised lighter sentences but more just something to do while incarcerated.

the movie is vaguely basing its self as reforming the bad guys (though their motives could be construed as trying to right a wrong and it put them on the wrong side of the law) as heroes. for instance, harley quinn is a bad guy. no wishy washy about that. the ghost in marvel did bad things to try to save her life. she wasnt inherently bad
