The rider seasmoke chose is not a blood relative of a Targaryen though, at least so far as the story has revealed. He's a bastard, like Jon Snow. Who is able to ride a dragon, like Jon Snow. So either he's a secret Targaryen, like Jon Snow, or they have been wrong about the bloodline requirement.
It isn’t a requirement to be Targaryen, just of Valyrian descent, which houses Velaryon and Celtigar are as well
are the latter two fams wiped out by GoT?
no, they just don’t really come up in the show

So why did it not occur to Rhaenyra to use Velaryons, the family of her hand, instead of some Monty Python looking distant relative?

did a GOT rewatch recently and fairly sure Celtigars are mentioned at some point? but theyre not in it obviosuly.

There’s really no one else left in the family besides Corlys, who is an old fart who likes boats. It hadn’t occurred to her to look for bastards, but she’ll obviously have that eureka moment soon.

really was...theyre doing some really amazing work in this season, i think theyre amplified by it being far more low key in the rest of it. Builds the tension and expectation up.
