Yes, historical accuracy was put aside in the name of thematic development. The movie wants to make an artistic point, and it uses elements from a real life thing to accomplish it. This happens aaaall the time, and should be expected

Basically, anyone can make a movie about anyone they like. You could get sued if the person you're representing feels your depiction is defamatory. Securing life rights accomplishes three things: 1- It shields you from legal action, 2- It can get you insights/info that's not publicly available, and 3- It gives your movie more credence in the public eye. Like having an "authorized biography." But you don't really need it.
Am I wrong in thinking there's also a #4 - It can -- but doesn't necessarily -- afford the subject of the movie some explicit control over how the narrative is depicted?
Actually yes I think you're right, and there are a bunch of examples of this. But I don't think it's the case every time or even most of the time. Just ask Patch Adams

Tree I understand your frustration and I'm sorry for dismissing it. I am merely encouraging you not to care about this so much, and just accept that all based-on-a-true-story movies involve varying degrees of "things that didn't actually happen how they were portrayed" to serve an artistic purpose. It will save you a lot of disappointment

i just double checked and there is in fact no "based on a true story" or anything. just "wyoming, 1977"
