On a recent NYT interview Stiller confirmed that they know how many seasons it will be and they have the ending.

I have a friend who worked on S2. It was, in fact, the strike. And it was some creative differences. And it was the budget. And it was the locations used. And it was Stiller's "perfectionism." I actually fully believe him.
For some reason I had it in my head that the writer/creator said he envisioned/planned 3 seasons. But listening to other, recent interviews with him, it seems like maybe Severance was always a sort of "spec" thing and not intended to be a full show.
Stiller was the one who maybe said it could be a fully realized, multi-season thing. So, here we are.

There's a great story my friend told me abut PA trying to match old footage....
