That's a shift, Spike. They were set before the ball was hiked.

Only one player can be in motion at the snap of the ball.

Okay a shift. But I don’t think two guys can be moving at once during a shift either.
In the National Football League (NFL), an illegal shift occurs when an offensive player moves out of position before the ball is snapped without coming to a complete stop. The penalty for an illegal shift is a loss of five yards and a replay of the down.

Rules
The offensive team can shift players multiple times before the snap.
After the last shift, all players must stop and be in position for at least one second.
A player can be in motion before the snap, but two or more players in motion is an illegal shift.
The offensive team must have a legal formation before and after a shift.
The referee signals an illegal shift with both arms moved forward and level to about a 45 degree angle.

Spike, you’re wrong. If more than 2 players are moving it’s a legal play as long as they get set before the snap

That blurb is a bit confusing. An "in motion" player is only considered "in motion" if they are still moving when the ball is snapped (hence why only one player can be in motion). You can shift as many players as you want if they get set and go from one legal formation to another.

You see that all the time in the red zone as teams move to find favorable matchups.

Or when the Chiefs entire offense simultaneously does that cute little 360 degree twirl before the snap like a synchronized swimming team.

I would’ve gotten away with it too, if it wasn’t for you pesky kids.
