It's weirder than I remembered
Baby Follies (known in Spanish as Locuras de Bebés and in Latin America as Baby Follies) was a French animated television series, broadcast by C2A and France 2.

TV series (1993–1994). 52 episodes.
Baby City is the city where babies live out their adventures before storks come to take them to the adult world.

Characters

Bogard: A trench coat–wearing detective, enemy of Scrogneugneu and secret love interest of Baby Lauren. He constantly dreams of taking her for a ride on his tricycle and getting rid of her pacifier. He is a clear allusion to Humphrey Bogart’s character in Casablanca.

Scrogneugneu: A mad scientist whose primary goal is to become “Santa Claus instead of Santa Claus.” He is a former assistant who used to make toys in Santa’s workshop but was fired for stealing the toys he made for himself.

Baby Papone: The boss of the baby mafia. He wears a tall hat and speaks with a distinctive accent.

The Galopines: Small henchmen who work for Baby Papone.

Baby Crooner: Pianist at the Milk Bar.

Executive Baby: A businesswoman and manager of the toy and candy store.

Baby Lauren: The group’s “Lolita-style” baby.

Baby Amadeus: A musical prodigy.

Baby Mayor: The mayor of Baby City.

Santa Claus / Papa Noël: The supervisor of Baby City, to whom the mayor regularly reports. He is the only full-sized adult character seen in the series.
