Yeah it's crazy here. No way I'm visiting Central or Southern Europe in June, July or August. Edit: probably not in May either, they had something like 35 celcius in parts of the Europe already back then.

Oh and let me tell you about the legislation over here: in our country, if you live in an apartment block without a balcony, you're not allowed have an external AC unit in the exterior wall because "it ruins" the facade. So your only option is those portable AC's. Only if you have a balcony where you hide the unit you can have a proper AC. The equipment plus installation is around 2000€ euros.

I remember being in Madrid ion 2022 with the heat wave and the city was not prepared for it at all. Our Airbnb was super modern and electric and had AC but you could still feel how hot the day was.

I think most of the capitals need to think a long term plan, maybe with more trees and probably state swimming pools if this continues to get worse, like it seems it will.
