Not even close. Any number of simple, honest mistakes which don't necessarily point to one's sheer incompetence at one's job could have been responsible for that guitar having been out of tune. To my mind there are few things in life so unattractive than watching someone in a position of authority treat one of his or her subordinates with disrespect, especially in front of other people. Anytime I witness that sort of thing in my daily life I all but literally shudder with disgust.
