They fill GA first. Then the fill reserved. That is why I removed my Tulsa GA entry.
That's not true. They fill your first selection first. And if there are tickets available in the section you chose as your first selection, then you're supposed to get them.

It is true. GA is filled first. Stockholm proved this. No one got Reserved. Everyone got GA even if it was a worse priority.

I think you're correct. Lincoln GA was at 71% odds at 1:00. I think this also means that those that had Lincoln Reserved as a higher priority than some others that had Lincoln GA way down the priority got the GA tickets over the ones that requested it with lower picks. I guess that makes sense, but still seems like they should have given the Reserved folks their 1st priority and not GA
Maybe they really dontw have reserved seats set aside for that show?

No, CopperTom is right.
The drawing is done by section, not by member.
But based on selection. They clump everyone that chooses GA as their first selection together, and do a lottery. And likewise, they clump everyone that chooses reserved as their first selection, and do a lottery. The only way you're supposed to get GA is if (1) you choose it as your 1st selection and were drawn, or (2) you choose it as your 2nd choice, your first choice was rejected (because not enough seats remained), they had GA tix left over after the lottery among those that chose GA as their 1st selection, and you won the lottery among those that also selected GA as their 2nd choice.

is this noted somewhere? the description suggested all tix are drawn for first priorities, then the system moves to second, etc. it makes sense they would do that, i just don't recall seeing that mentioned.
For each show we will randomly draw members who have made that show their #1 priority. If any tickets remain the system will randomly draw names of members who have chosen that show as their #2 priority, and so on until every ticket for a given show has been sold. Please keep in mind that not everyone can have their #1 priority. Priority rank is merely a consideration.
i guess that last couple sentences is their caveat?

I think they could do away with a lot of the "confusion" if they quit having GA and reserved as separate selections (even if this required going back to not having GA at all) and just had people rank show choices.

Me too (except, of course, when I got shut out on the Pearl Jam Interplanetary Tour in 2013 where I put in for Mars Reserved Seating, followed by Uranus and then Mercury).
If Lincoln was at 77% for reserved at 1pm then that means more people put in for the tickets then what they had available, and most of those probably had ga as their 2nd, they lucked out and got reserved and i didn't. I did get ga which had the lower percentage but the percentage went up has the ones who got reserved no longer were in the drawing for ga.
I doubt they are gonna give me ga tickets just because they want to fill it first
