Someone once told me it was a KKK song. Even though I've never seen anything to confirm that in the slightest it always makes me feel weird when I hear it.

It was written by a 19 year old in England, so it's a pretty safe bet that it's not.

Well, if I know my music history, and I'm pretty sure I do, Motown ended at Woodstock. Assuming that's correct, do it after the 60s. Otherwise I'd say wait
