When you have a quite song where all the parts are defined and then you segue into a new more uptempo uplifting riff in the outro I don't know the technical term is if there is one but those type of transitions are pretty effective at eliciting an emotional response. Other examples would be the outro to the Alice In Chains song 'Don't Follow' and the GnR song 'Patience'.

the first part is just that one riff and the descending (i think?) part when he sings "its hard to imagine"
2:29 it changes to a chord progression A-some weird version of A-G. the riff might even be in A, but the change from a riff to a power chord helps effect the mood of the song.
plus, its an incredible song.

I really like Alice in Chains, but I think Don't Follow is awful.
Rotten Apple and Nutshell are great, but the rest of Jar of Flies is some of my least favourite material in their catalogue (not counting the post-Layne stuff, which I have no interest in.

Hard to Imagine has a cool feel, and some powerful elements that seem to touch on a lot of the band's other sounds without repeating them, but is decidedly undercooked. That's actually a really good combination for outtakes, in general.
