One of the few things I actually liked about the second film was the fact that Jar Jar is the catalyst for the creation of the empire. I thought that was a fun piece of (probably unintentional) meta-storytelling

That was maybe the only reason why Lucas said..."this character is important" after everyone hated him on Episode 1.
