Perhaps because we only see halflings wearing it, it never reaches its potential besides the whole shadow realm thing. I thought they do address that the more powerful you are, the more you can tap into the ring's strength.

Itd take a long long post to answer this and anyone writing it would still get it wrong
the ring was made by a corrupt being, its power is absolutely evil and corrupt and will corrupt anyone n contact with it
theres a part early in the story where Frodo offers it to Gandalf..freely.....had he taken it, Gandalf would also ruin the world, through coercion. And through the want to do do good but wanting to everyone to follow his will, he would be doing the same as Sauron, but it would be worse, because it would be making people follow his mind from a good place...and that would be worse...
the message being people should always be able to have the choice...this topic has endless debate behind it..

Galadriel doesnt take it, though she has the option, and is one of the oldest living people in all of Arda, Elrond doesnt take it, and he also has enough sense to not take it, despite his wife being captured and enslaved by it's maker and master, and Gandalf doesnt take it because it is forbidden for the five wizards to take arms or power in kind against that which they were sent to middle earth to fight..

see above..simply put, the more powerful the one who takes it is, the more it would corrupt and spoil their intent, no matter what it was

You need to bone up on your Tolkien. He came from a very very religious/black or white kind of viewpoint. About everything in fact. And didn't really know how to 'write' female characters at all, as an extension of that in a way.
