I'm re-watching the series now, and am up to the end of the first season. So...
top five characters of Season One:
1. McNulty (His later absence from the best season of the show, and his definite mis-use and over-reach in Season 5 will later knock him down in the rankings. But Season One on its own? He deserves this spot.)
2. Bunk
3. Bubbles
4. D'Angelo
5. Wee-Bey

Which means the best is yet to come for a lot of other characters. It's a pretty straightforward list...but Season One is (comparatively) a pretty straight-forward season.

Season 5 McNulty has a lot of parallels with Frank in Season 2, but McNulty has never been as lovable--to me--as Frank. Both of them do morally reprehensible things, but they're in the service of their community and their friends. However, I could never really forgive McNutty's infidelities (but for some reason, I do forgive Kima--I have no idea why).

mcnulty is mid-tier at best. he seems to be the most prominent aspect of the show that is a cliche: the risk-taking cop who gets results dammit.

McNulty was great, but they kind of rehashed his storyline towards the end which wasn't that interesting.

Bayliss definitely developed more than McNulty.
