I get that but characters like McNulty and Freamon are the crux of the series. There is a comment in the first episode about Daniels where someone says "he hasn't pissed anyone off yet." Essentially, that's what it takes to rise up the ranks in the police department. Rather than, ya know, good police work. Simon needed a character like McNulty to show what happens to detectives who care more about their job than playing politics.
Without McNulty, I don't think you have a show.
