I dont know enough about Toronto's system to answer this, but if this trade leaves them without the pieces needed to get a starter, it's a puzzling move. I wish I could remember where, but Zips projection system has Tulowitzki providing $40 million additional value beyond his contract, while Reyes projects for -$20 million. So there's a difference of $60M between the players. That's worth giving up some good prospects for.
Jose Reyes has been solid but underwhelming in Toronto. Troy Tulowitzki is a much, much better player.

I don't even think they need to target the top-of-the-rotation guys out there. With this offense, they really just need starters who aren't going to completely blow it every game. A mid-rotation type is fine.
