everyone is making this out to be more confusing than it actually is

it's just needlessly convoluted, and not engaging enough for the viewer to really care to parse through it.

the guy in the mask is most likely the Lieutenant from Vinci PD, the really scrawny guy that was at the scene of Velcorro being shot. He also fits the description of the cop that gave Caspare's watch to Lido Amarilla and his girlfriend (the girl the mexicans killed for talking to cops) to set Lido up as Caspare's killer.

I only know who two of those people are. One of them is the main character (Velcoro), and the other has been dead since before ep1 (Caspere).
