"Homeland", "Luther" and I'm currently enjoying "Top of the Lake".
"Top of the Lake" is great, but I hesitate recommending it to people because of its pacing. I really like the atmosphere and slow character development, but it's not for everyone.
Despite a sketchy second season, "The Killing" is also great.

if you want semi-cop mystery shows, check out Monk, Psych, and the Mentalist. Mentalist is most cop show-ish of the three, but still not like NYPD Blue or The Shield or something.
