That's was my question as well and B's post above certainly implies that if you don't get your first choice, you are screwed. I agree. If everyone had a local show they would be able to attend, then this system makes a bit more sense. Since that is highly unlikely, I feel bad for people in Boston/NY/Philly. But for the types of tours the band has played since 2007 (smaller runs, usually either US or Europe but not both), it certainly seems to decrease everyone's chances.
