I knew that fact. But we don't know for a fact they DIDNT steal the first ones. We just know they DID steal the second.
The Rebellion was much more human-centric before the Battle of Yavin, so I doubt the Bothans had anything to do with it. They really didn't start building a bigger coalition with other races until afterwards.

It would sort of make sense for Rouge One to be a diversion that was meant to fail thus making the Empire confident while Simple Tortures Bothens steal the plans unawares. A suicide mission or better yet the members of Rouge One being sent on a suicide mission without their knowledge not meant be successful would be different for Star Wars. Not sure if they would be willing to show a ruthless Rebellion.
