Who's the dual-wielding knight that is seemingly badass? What's the emblem on his chest? Is that the Targaryen sigil?

I'm thinking that's the sword of the morning. There's a shot earlier in the trailer that looks like Ned and his posse approaching the Tower of Joy.

also, the guy with the two swords is wearing a Targ sigil on his chest, but thats not the standard kingsguard armor/colors. the helmet looks kingsguardish though

I noticed that. Maybe Robert changed the Kingsguard armour after he took over?
