Pretty much sounds like where I live too.
I do think there's probably diminishing returns once you keep lowering the blood alcohol limit - it seems driven by wowserism more than empirical analysis (though, hey, I might be wrong.)
I had two drinks at an after-work function last week and pretty much shat bricks the entire drive home that I'd turn a corner and find a random breath test.
I had a financial planner visit my office last week and sat and had 2 beers (3.5 mid strengths) with him after work. Drove home and into an RBT and asked out of curiosity what I blew as I'd just had 2 beers - 0.00. Still can't figure that one out - surely I should have blown at least 0.02 or something?

ha similar thing happened to me, minus the skirt and glasses, plus going the wrong way on a one way street. I still cant believe I didn't go to jail.

Random breath testing too, which Americans seem to usually go apeshit over whenever I see it brought up online. The police set up a road stop and pull over every driver for a breath test.
We have road stops set up but they don't breath test everyone. A cop just comes and talks to you to see if you seem drunk. If you don't, they let you go.
