Phone Bluetooth signal not recognized by car audio player

So this problem is a little bit more complicated than my previous CD player issue. There are less moving parts to mess around with and I'm at a loss here. In a nutshell, the full problem is stated in the thread title, but perhaps further elaboration is in order.

So,

When I turn my Bluetooth signal on with my iPhone 6 and cycle to the Bluetooth input on my JVC car stereo deck, the two are not communicating to each other. I can't get my JVC stereo to appear in the "My Devices" list on my phone, and if my passenger tries, the same thing happens with theirs. This has been an ongoing issue since the purchase of the stereo deck four years ago, which further suggests that it is a hardware issue on JVC's end (since I've cycled thru phones over that span.) I use the USB and the AUX feature when I want to play music from my phone or stream a podcast, but I would eventually like the option of going wireless in the car.

Activate the pairing mode on the head unit (it's a little different that just turning Bluetooth on), this will allow the iPhone to see it as a device it can connect to.
