After some digging, it looks like this guy has him beat: Addie Ross through a perfect game in October 1908 and then another in April 1909 (although I'm having trouble finding game logs, so I'm not 100% sure). I'd never heard of this guy before, but his perfecto had the fewest pitches ever in a perfect game (74) and he's the all-time leader in WHIP.
