Well, you have predators and prey living together in some sort of harmony, but the only way that works is for the predators to voluntarily give up the very thing that makes them predators. Essentially their "humanity" equivalent. Their very nature is evil in the Zootopia universe. They have to become docile and "civilized" like the prey. This would literally kill them unless they subsisted on insects and plant protein, which I doubt they find very fulfilling.
Meanwhile, the prey animals don't have to change or compromise anything. They just get to live in a better world (ie one that suits their own needs at the expense of the predators).
I mean, early drafts went even darker: the predators all had to wear shock collars in case they "acted up", by which I mean that they acted like predators.
Its a fucked up basis for a movie that is built on so many racial metaphors.
