Yes. The story/setting is a huge part of the appeal to me. There are so many games/movies/books set in a post-apocalyptic world, but very few are set after the "rebirth" of society.

Do you ever play GTA all day, then when you actually get outside to drive, you suddenly are very liberal with how close you're willing to get to other cars/obstacles?

I would agree with some of this. I liked certain game mechanics better than Fallout 3, but I enjoyed that game a little more overall.

Cons:
-Inventory management is super tedious.
-The faction system doesn't quite work and they're all kind of assholes.
-Pretty much every mission requires going to x place and killing a bunch of stuff. Fallout 3 had more variety in missions and I missed the missions where you're not killing people, but exploring and talking to weird characters.
-Preston Garvey and his missions are super annoying

Pros:
-Exploring and finding new places is still as fun and absorbing as ever, and this is really why i play these games.
-Being able to craft weapons exactly how you want them is awesome. Made the shooting really fun.
-Some incredibly cool environments. The Glowing Sea in particular was ridiculously beautiful and scary.
-The more unusual quests they threw in were pretty great.

They definitely overreached on some things but overall I thought it was a pretty fun game and well worth playing. Exploration is super calming and fun for me so I still prefer games like this to on-rails experiences, even if they could be improved a little.

I agree that the exploration is a game highlight (probably the highlight). I also think the VATS system is a great melding of FPS and RPG.

Have you played Witcher 3? It's a very different kind of game, but has a lot of similar mechanics to Fallout 4, and I feel like they nailed some of the stuff that FO4 messed up. The quests are all super well-written and varied, and the world is incredibly fun to explore. They also did cool stuff like making it to where you only have to brew potions once, and then certain inventory items replenish them automatically when you rest. It's one of the best games I've ever played for sure.

No, but my bro-in-law raves about it. It looks interesting, but I'm honestly lacking in enough free time for another RPG right now. Maybe next winter...

I played it last summer. It's the best game in it's genre. A+

Nah it's not that; I like open-world games. I just don't like Bethesda or The Witcher. They have a very "videogame" design and style of play, and an antiquated feel. I can't get into it at all. I think videogames should always be pushing forward, not wallowing in the nerdy past.
