This is fascinating to me; a bit like the response to Riot Act (or to a lesser extend Backspacer). I remember everyone thinking each successive film was sort of better than the previous. That has certain changed. I haven't watched any of them since RotS in theaters, so it's possible that my opinion has changed significantly. It's a bit like saying "what's the difference between a 12% on RT and a 10% on RT?" But Phantom Menace had about 35 fewer minutes worth of walk and talk sequences, no vine swingin saber fights, and no George Lucas attempts to be romantic. Plus it had the only moment in the whole series that felt like it had anything resembling an emotional payoff of any kind. Each of those films have elements that could have been honed and tuned up to make a great film. That obviously didn't happen.
