Pool is fairly moody and listless. It's got rock songs on it, but they don't have the effortless energy of the uptempo songs from the last couple albums. They feel like they're just going through the motions, which is probably intentional given the themes running throughout.
I haven't had much desire to listen to it in a while and I never found it to be very engaging. That said, I'm not as much of a Radiohead fan as most of you guys, so this not measuring up to my favorites in their catalog doesn't bother me too much.

And Pool, much like Kid A, is a record that works so much more with mass stimulation and movement. Put that fucker on your headphones and go for a walk around the city. Or get on the train and people watch. It opens right up.
