Unless I'm a total fucking idiot (opened the door there, didn't I) ... a retired player only has so many years worth of votes and then they come off the ballot for good. So this change would have to occur significantly in, what, 20 years from now if he retires this year? If I'm not mistaken, the bar is ridiculously low--like 5% to stay on the ballot.
