this is the core issue

as un-music-ethos-y as an HOF itself already is; that they have gone a step further to create nerdy rules about who is and is not in the band is just even further off base from the musicyness way of life

pearl jam could have ended after vitalogy was released, and pearl jam would still be an HOF candidate based on the oeuvre to that point; and pearl jam would still probably get in

It can't be a "rule" as other bands haven't been treated similarly (eg. only certain members of The Cure or Nirvana being nominated while every man and his dog who was in RHCP made it in.)

It seems to be totally arbitrary on behalf of the HoF based on whatever vibe they're feeling at the time. In this case, it seems as though they're of the opinion that Pearl Jam are memorable for only two things: Ten (hence Krusen) and their longevity (hence MC).

It is totally arbitrary. When Lynyrd Skynyrd got in, only "classic" versions of the band got in. The only current member inducted was the only original member still in the band. However, not all the original members got in. The original bass player was fired from the band before their first album that was released was recorded. Thus, only the two "classic" versions of the band was inducted.

and that is total bullshit. the ten club's hand-blown glass cockrings were a disruptive innovation to the industry, as the Nexus One was to smartphones. the whole cockring production process is different now because of pearl jam's ten club. that tim bierrman is not included in this is just as outrageous as not including the man who has a stickman tattooed onto his arm and sat behind the drums during the band's most popular years

And I"m sure they'll be playing a HOF tour on the west coast since they didn't give us a PJ25 this year.

OK, since you're ruling out Vs., Vitalogy and covers (other than RitFW)... the choices become Ten-heavy and uninteresting. Here are the other songs I think they can "sub in" to the setlist:
