I think you're half right. They are flying the green ganja, but the countdown is to when they are aiming to quit and get clean, and then actually start the next album.

But like most addicts, it's just procrastination. When the timer ran out, they were like 'Screw it, let's get one more ounce and then we'll quit'. The timer starts again.
