Are the same starting pitching rest rules in effect as the franchise tourney? They aren't in the header.

Actually, it is in there...
You will have the option to start someone on two games' rest twice during the playoffs. You will have the option to do it four times during the regular season as well (where the same three games' rest rule applies). A pitcher CANNOT start on two games' rest in consecutive starts. He needs a full three games before he can start again after starting on short rest. Rotations will reset at the All-Star break and the start of the playoffs.
