I don't know much about American politics but given that Bushleaguer was the only effectively partisan 'political' song he's done, he's probably going to go principled and issue-based on this one. there is a difference between the need for a system and how effectively a system is implemented. i doubt we're getting an album full of complaints about the abuse of necessary public programs
