His name is "Pepe", created by cartoonist Matt Fury and appropriated by the Alt-Right. Google that and you're bound to find the story of how this happened and what he now represents. There's a few episodes of the Reply All podcast that also frame the evolution of Pepe, but I can't think of which ones right now.
