The band doesn't get to decide that. I interpret this as meaning the previous band members are invited to the event, and possibly also to perform.

I know the band doesn't get to decide it, but I am sure they could've done something to get Dave A inducted, or at least tell us whether they tried. But yeah, I guess it's an open invitation to the former drummers to attend the ceremony.
