Palpatine believes Plageus to be dead, so he's not paving the way for him. He's operating out of his own machinations.

mind you, this is before his 'accident' when someone tried to assassinate him.
I only know this because I started reading the Darth Plagueis book yesterday so it's fresh. His opening description - which would be right when Palpy killed him - sounds a lot like what Snoke looks like. And even though I know they've said Snoke isn't DP, it's still a fun theory until they confirm who he is.

The rocks on Ahch-to aren't dissimilar to how he was depicted in Rebels? And the character would make sense in relation to where we think Luke is at with the force right now?
I like the plagius theory if part of the point of this series is to truly close out the skywalker saga (the part that starts w Vader, anyway. Especially if Rey is palpatine's granddaughter (going up against Ben solo - a skywalker)
