It could be; he could also just know he's fucked and wants to find any way out, regardless of what actual info he has. If true, it at least makes it clear that Flynn knows he's in trouble.

Guilt (or proximity to) is pretty implicit here. No takers could mean that they don't think he has useful testimony to give (ie he's the epicenter of said guilt) or that they don't require that testimony to prove anything.
