They have said this is not the case. Second choices are for "leftovers from first choice pools" and are completely independent the results of first choices.
Their intent is for everyone to get at least 1 pair. They are fucking morons (definitely possible) if some 1st round people are shut out and don't get priority on their 2nd choice, especially in the same city.
That's exactly how they've said it works.

How is that fair to those who already put down that city as their 1st priority? They have their chance lessened because all the 2nd preference people get bumped up to 1st.
Every person who didn't get their #1 should have their #2 immediately become a #1. Why does it matter? The end result is everyone getting to go to 1 show. It shouldn't be a fucking game. If you chose something a #1 and I chose as #2 but got my #1 rejected why should you deserve the other show more than me? We're both big fans - maybe me more so because I chose multiple shows I was willing to travel to!

IMO, what fucked this up was the separate option for GA. Even though it's exactly what was done for Wrigley and they explained it many times, I am sure having it as a separate priority screwed a ton of people out getting their first choice show. The 10c should have just allocated tickets to a show and if you were randomly selected for GA and don't want it, trade with another 10c member at the gate.
I agree; they really fucked up with the GA/Reserved different choices. It makes for a difficult system and of course they never thought it out. Not that I expected anything less from the world's laziest monopoly.

How would you do that? Do you start with the first show of the tour, hand out all the tickets, then move to the second? That's not fair to people who live in spots that don't get hit till later in the tour.

They should have just kept the no GA policy intact.

Why on Earth is that funny?

If I chose San Diego (1) and L.A. (2) and you just chose L.A.; and I got rejected for SD; why shouldn't we both have same shot at L.A.? I'm a member just like you and I deserve a shot at 1 show just like you. In fact, I'm willing to travel to see just one show! That's absolutely how it should work. It doesn't matter that you only wanted to go to LA and I was open to going to two or three or four shows. Why should that matter?

I don't understand. If I live in NYC and I got rejected for all shows in my area and want to travel to Phoenix to see my ONE show then I should be treated just like a Phoenix local who only selected that as their ONE show. You will never convince me otherwise.

Well, yah. But that's a whole different issue. And it benefits them having the GA floor so of course they went for it. It aint for the fans.

Sure, but that's an argument for a completely different system. This is obviously the way they wanted it so they could limit people obtaining multiple shows. Basically, most people will get tickets to the one show they want most of all and whatever is left over will be distributed around accordingly. That's the whole point of this system, it's aiming for something entirely different than what you're describing above.

You can disagree with it (I don't agree or disagree, it's irrelevant to me) but I was just pointing out how it works since lots of people are getting it wrong.

I'm just saying I'd be disappointed if you couldn't choose and I ended up stuck with GA tickets.

Wrong! I'm saying it should be set up so that everyone can get 1 show at least. That's exactly what I'm saying! Re-read!

I understand it, I just don't agree with it.
