It really does...like one of those tornado sirens....what if this is a song about the recent disasters that have happned in the last couple of years....

edit: I was originally thinking when I heard the song title that sirens was refering to a singing siren...but maybe its a song about loss, nature, pain and the complexity of it all...They do like to write about stuff like that...or at least they used to. So maybe Sirens is refering to an actual Siren and it would make sense to have it at the begining of the song...wow that would be a gut wrencher...I'm getting worked up over a theory. lol sorry
